A bed bug egg is white and as small as a pinhead. A young bed bug is not much larger and can be white or yellow in appearance. A fully mature bed bug is only a few millimeters long. California Bed Bug Laws You Should Know

To prevent widespread infestations throughout the state, California lawmakers have enacted several laws and regulations.

CIV 1954.603

This law specifies what information landlords must give new and existing tenants. They must provide a written notice, in at least 10 pt font, that describes:

  • A bed bug’s appearance at every stage (e.g., egg, young bed bug, mature bed bug)
  • How long a bed bug lives
  • How long a bed bug can survive without feeding
  • How a bed bug reproduces
  • A bed bug’s life cycle
  • Signs to look out for that can indicate a bed bug infestation
  • How you should go about reporting a potential bed bug infestation

CIV 1954.603

CIV 1954.602

CIV 1954.602 prohibits landlords from showing, renting, or leasing a vacant dwelling that has a visible bed bug infestation.

CIV 1954.605

Per CIV 1954.605, a landlord must notify all concerned tenants of the results of a pest inspection. This notice must be in writing and the landlord must provide it within two business days of receiving the results. If the infestation is in a public area, the landlord must notify every tenant of the building.

Tenants have the right (and responsibility) to report potential bed bug infestations to their landlords. A landlord has broken this law if they retaliate by increasing rent, decreasing services, or evicting a tenant within 180 days of a complaint.

Tenant Rights

Tenants have the right to a safe, well-maintained, and habitable apartment. One of the responsibilities of a landlord is to ensure their units are free from rats, roaches, and other vermin. If they fail to do so, the apartment may be deemed uninhabitable under California law. If your landlord violated any of these laws, you may be able to sue your landlord for a bed bug infestation in California. Hotel Guest Rights

Guests at hotels, inns, and bed and breakfasts have the right to a habitable stay. If a hotel ignores a known bed bug problem, you may be able to hold it liable.
